Job Creation Law narrows the scope of wage policies

 Secondly, the Job Creation Law only mandates the regulation of the minimum wage at the provincial level. According to Article 88C, paragraph (1), the provincial minimum wage is determined by the governor. Paragraph (2) states that the governor may set a district/city minimum wage under certain conditions, but this is optional.

In reality, district/city minimum wages are usually set higher than provincial minimum wages. Thus, the provincial minimum wage becomes the lowest wage within a province. This provision could harm workers, as wage disparities between districts and cities within the same province are likely to increase.

Thirdly, the Job Creation Law narrows the scope of wage policies. Previously, Article 88, paragraph (3), of the Employment Law listed 11 areas related to wage policies, including minimum wages, overtime wages, and wages for income tax calculations.
